This is a vintage 1996 bear by Playskool called a Snuzzles Bear. When you press on its belly, it quietly vibrates, and has a low and high setting, to comfort a sleeping baby or toddler. It is in good condition overall, some fuzziness on the fleece, but no major flaws, and the vibration box works on both settings (see video).
